    Orland man arrested after traffic stop

    A routine traffic stop early Saturday morning landed an Orland man in jail, facing felony allegations, including possession of an illegal weapon.

    Officer Sean Johnson stopped Adam Skaggs, 24, at 12:44 a.m. Saturday on Newville Road and Tehama in Orland because the car’s  registration was expired.

    Cited for driving with a suspended license, Skaggs, who lives on Canella Drive in Orland, also could not produce proof of insurance. 

    Consequently, the car had to be impounded.

    In preparation for towing, Johnson conducted an inventory of the car’s contents in Skagg’s presence, Orland Police Chief Bob Pasero said, and Johnson discovered a “glowee” – a glass pipe commonly used to consume methamphetamine – on the front floorboard.

    At that point, Skaggs, who is known to Orland police, was arrested and handcuffed.

    Johnson found a baggy of marijuana and metal knuckles in Skagg’s pants pockets, Pasero said. On further inspection of the car, Johnson
    also found a car stereo with the serial number scratched off.

    Since 1999, Skaggs has been arrested for other narcotics violations and drug paraphernalia possessions, theft and driving under the influence, Pasero said. Plus he has previous citations for driving with a suspended license.

    The arrest was made without incident, Pasero said, and the car was taken to Bambauer Towing in Orland.

    Skaggs remained in custody Tuesday in lieu of $17,000 bail.
