Supervisors reorganize responsibilities

Glenn County supervisors completed their reorganization of the county administration office this week by adding the clerk of the board classification to the county's books.

The action Tuesday puts the position into the book of classifications and list of personnel classes and salary ranges, according to personnel director John Greco, while temporarily taking the county administrative officer and deputy administrative officer off the allocation list until funding is restored.

Deputy County Administrative Officer Sandy Soeth has been doing the clerk of the board duties since January but has been paid from the deputy CAO position, Greco said. This move allows her salary to be paid from the clerk's position funding.

The CAO's post is vacant and to be left unfilled for six months to save money in these fiscally challenging times, board members said.

Whether to hire a new CAO has yet to be determined, supervisors say, since the county operated without one for decades.

But the position still is retained on county personnel lists so it can be refilled if the board chooses in the future, Greco said. The same is true with the deputy CAO position.

Supervisors did not renew former CAO David Shoemaker's contract, creating a vacancy Jan. 1.

However, his departure made it necessary to rearrange administration duties.

As a result, the board of supervisors created the clerk of the board position as a separate job inside the CAO department.

Soeth assumed the clerk of the board duties last month and will now serve as a department head.

Her $83,000 annual salary is not changing, county officials said, so there is no cost increase.

Soeth supervises two deputy clerks and receives general direction from the board of supervisors.

Duties include maintaining computer databases and files, composing and preparing correspondence and reports, conducting surveys and logging meeting schedules.

She also will maintain a list of all ordinances and resolutions adopted by the board, executes and seals official documents and attests to the signature of the board chairman.

Soeth also will prepare legal notices, serve as the county's Web site administrator, process claims and prepare deposits and funds transfers and process purchases as necessary.
