Better ways to solve problems than recall
The recent recall efforts regarding Mr. Barrera are misguided. As former superintendent of the Stony Creek Joint Unified School District there have been many occasions when I have worked with Mr. Barrera. Whether it is a SELPA workgroup, superintendents’ meeting or one-on-one, he has been focused on what is best for kids.
This past year, the SELPA (Special Education Local Plan) has come under much scrutiny especially due to excess costs – costs associated with running the program, and bill-back charges to the school districts. These costs to the districts have spurred the current controversy. None of the school districts want costs to increase more to operate special education programs; however, school districts throughout the state and nation are required to provide services to students that meet program criteria. In an effort to combat these excess costs, a team of experts was asked to review the SELPA programs. As a result of this study, the SELPA and district superintendents have accomplished a great deal, including Mr. Barrera, to resolve these issues.
When school districts are faced with budgets that require reduction in staff and services, it is a nightmare for superintendents, school boards and the community. I have been told the cost of holding a special recall election will cost the taxpayers $36,000. This is not the answer. Becoming more active at local school board meetings and GCOE board meetings is a more appropriate means to resolve issues.
My associations with the county schools and Mr. Barrera have been very positive. There is a forum for concerns and disputes; a recall election is not in the best interest of county residents.

The BARRERA supporters at Board meetings often can't be controled. On occasion law enforcement has been ask to attend and maintain order. Your suggestion would be best but it hasn't worked since BARRERA took office. After the two ladies who didn't give in to BARRERA are gone I predict that the State will take over Glenn County Education. I hope I am wrong. We need a leader who can hold the GCOE together.

| The solution to the broken schools and the huge costs and wastes. Privatise them! Bring capitilism, that is, competition into government agencies. Next time your in a DMV waiting to hear you number called out by an electronic machine, ask yourselves if the government should be given the resonsibility of educating our kids? Or ask yourselve, do I really want nationalized health care?
Another suggestion for Glen's monetary woes. Annex the county with the surrounding counties of Tehama and Colusa and Countys. Think of the overhead that could be saved. Think of the savings to the communities. There isn't enough populations in these counties to justify their huge budgets. What a concept, layoffs in government to stop wastes. POh their unions would fight that tooth and nail. The judges would be declaing that crime would be higher, and other scare tactics. |
