Orland Police Report: July 18

0847 hrs Officer Lopeteguy was dispatched to a 911 hang up at 676 E Walker Street Glenn County Office of Education. The officer contacted employees and was told no one had dialed 911. It was determined that there is a malfunction with one of the phone lines and AT&T is currently working on the problem.

1100 hrs Officer Lopeteguy met with Ryan Dale Browning, 19 of Willows at the Orland Police Department regarding a counterfeit $10.00 bill. Browning advised that he received the money as payment and he found that it was counterfeit when he tried to use it at a local business. Browning re-collected the bill and asked that it be turned over to the property authorities. Officer Lopeteguy collected the bill and it was forwarded to secret service for investigation.

1100 hrs Officer Lopeteguy met with Dean Miller 50 y/o of Orland at the Orland Police Department regarding a found S&W Revolver. Officer Lopeteguy took the firearm as found property and it was logged into safekeeping.

1302 hrs Officer Johnson was dispatched to a disturbance at 1216 East St. The officer contacted 18 y/o April THOMPSON, 19 y/o Michael HERNANDEZ, and 27 y/o Antonio IRIBARREN of Orland who reported that 41 y/o Michelle OLIVEREZ had been threatening them and challenging them to fight. After an on scene investigation, OLIVEREZ was arrested for 415(1) PC. She was booked into the Glenn County Jail.

1401 hrs Chief Pasero and Officer Johnson responded to an anonymous report of a disturbance at 817 Newport #19. Eric Leon 28, the resident at #19, reported that a female family friend (unnamed) had stayed the night. When her family showed up from Hamilton City to take her home they argued. All conflicted parties were gone on the officer's arrival.

1241 hrs Officer JOHNSON was dispatched to the Berry Patch at 900 Newville Rd for a report of a customer who failed to pay for a meal. The officer contacted the manager, Betty SHOEMAKER, who reported that an unknown Hispanic male and Hispanic female with a small child failed to pay for their meal before leaving S/B on I-5. A description of the vehicle was given to CHP.

1611 hrs Officer JOHNSON was dispatched to Orland Hardware to contact 47 y/o Deborah BENTLEY regarding a theft from a vehicle that had occurred on 07/15/08. BENTLEY reported that on 7/15/08 an unknown person stole an undisclosed amount of property from her unlocked vehicle while she was at work. A report was taken.

2142 hrs, Sgt. Baker was dispatched to a possible fight at Woodward and Swift. While responding, dispatch advised that some of the involved parties were at Woodward and Walker. Sgt. Baker contacted 18 y/o Christopher Forbis and 20 y/o Michelle Goodwin both of Orland. After an on scene investigation it was learned that 20 y/o David Gutierrez and 15 y/o Michelea Castro both of Orland had assaulted Forbis and Goodwin causing them to be taken to Enloe Hospital via ambulance for complaint of pain to their heads. The case is under investigation.

2320 hrs Sgt Vlach was dispatched to a reported juvenile party at an unknown address on Almond Way. Due to priority calls, the officer wasn't able to check the area until later. The neighborhood was found quiet on arrival.

2343 hrs Deputy BRAZZI contacted Tina BUSH, 19, at Papst Ave and South St. Sgt VLACH was called to contact BUSH and take a theft report. BUSH reported earlier today $120.00 was stolen from her purse while at 1310 Papst Ave. A report was taken.

July 19
0011 hrs Sgt Vlach responded to an alarm at John's Tire; 512 South St. The building was checked and found secure.

0130 hrs 52 y/o Julie Thompson of Orland called to report her ex-boyfriend was outside her 319 Shasta Street residence trying to gain entry. Sgt's. Vlach and Baker arrived and contacted 41 y/o Eleazar Barriga of Orland. The matter was settled by separation.

1215 hrs Sgt Tolle and Officer Lopeteguy were dispatched to a disturbance at 1216 East St. Officers contact 42 y/o Michelle Oliverez and 45 y/o Mary Tennison. It was reported Oliverez started using foul language towards Tennison. Matter resolved by separation.

1201 hrs Officer Lopeteguy was dispatched to meet with Cyndy Brown, 28 of Susanville at 804 Papst Ave. regarding the theft of a purse from her vehicle. The purse was taken on 07/18/08 2130 hrs. A report was taken.

1311 hrs Officer Lopeteguy was dispatched to a reported argument at 1216 East St. Danny Phanthavady, 18 of Orland reported that he had an argument with 42 year old Michelle Oliverez of Orland regarding parking at the apartment complex. Officers solved the problem with mediation.

1516 hrs Officer Lopeteguy was dispatched to a reported DUI driver southbound on HWY 99 from C/R 8. The description of the vehicle was a maroon Oldsmobile. Officer Lopeteguy checked the area and the vehicle was located unoccupied on Date Street west of HWY 99.

1649 hrs Officer Lopeteguy was requested to contact Wendy Barrera 42 of Orland regarding a civil problem with rent. Officer Lopeteguy provided information to Barrera.

1725 hrs Sgt Tolle was dispatched to 802 Pecan Circle regarding a vandalism to a residence. Thirty two y/o Chico resident Francisco Mendoza reported that sometime in the last 2 weeks someone shot out two windows with a BB gun.

2005 hrs Officer Lopeteguy made a traffic stop on a blue Buick in the parking lot at the Orland Subway for moving violations. The driver, Donald Eliot James Jr., 34 of Orland was arrested for driving on a suspended license and failing to use a turn signal. He was released on a citation.

2108 hrs Officer Lopeteguy was northbound on Papst, south of C/R 15 when a white Ford Explorer drove away from the curb failing to signal and nearly causing a traffic collision. The vehicle proceeded northbound then made a right turn onto C/R 15 again failing to signal. Officer Lopeteguy pulled in behind the vehicle on C/R 15. The vehicle made a U turn failing to signal for a 3rd time. The vehicle then made a left hand turn southbound Papst street from C/R 15 failing to signal for the 4th time. Officer Lopeteguy began a traffic stop and then the vehicle turned into a driveway at 1201 Papst Ave. without using a turn signal again. The driver, Janet Barkie, 41 of Orland advised that she was, "Just trying to jump start her vehicle in her driveway". Barkie also advised Officer Lopeteguy that she did notice that the patrol car was behind her during her navigation however and acknowledged that she failed to signal. Officer Lopeteguy issued a citation to Barkie for failing to signal.

1745 hrs Sgt. Baker made a traffic stop on a Chevrolet pickup on Third at Shasta Streets for expired registration. The driver, 31 y/o Sarah LaFrance of Orland was arrested for driving on a suspended license and was released on a citation. The vehicle was stored with Bambauer's Towing.

1925 hrs Sgt. Baker made a traffic stop on a Ford pickup on Fifth at Suisun for no rear license plate. The driver, 22 y/o Zeferino Lopez of Orland was for being an unlicensed driver and was released on a citation. The vehicle was left parked at scene.

2345 hrs Sgt Tolle was working DUI patrol and attempted to make a traffic stop on a maroon Chevy pickup on SR 32 at C/R "P". The vehicle failed to yield until W/of C/R "V V". The driver, 53 y/o Chico resident Maria Rojas was arrested for being an unlicensed driver and having no insurance. She was released on a citation.

2350 hrs Sgt Tolle advised GCSO Deputy Brazzi and Sgt. Baker of a possible DUI driver E/B SR 32 in a white sedan driving 45-50 MPH. Deputy Brazzi located and stopped the vehicle. The driver, 43 y/o Todd Hawkins of Concord was arrested for driving on a suspended DL and for an out of county warrant. The vehicle was released to a licensed driver.

2202 hrs Sgt Vlach was dispatched to the 400 block of Papst Ave for an anonymously reported loud party. The officer contacted resident Shawn Cox, 26, who turned the music off.

2237 hrs Maira Huizar, 26 of Orland reported that her neighbor Chai Vongvilayphonh, 30 of 607 A street was yelling, throwing a knife at the fence and making threats against law enforcement. Sgt Vlach along with Sgt Tolle and Officer Carmon contacted Vongvilayphonh in his yard. Vongvilayphonh was told to keep his hands out and not reach a machete that was next to him. Vongvilayphonh grabbed the machete. He was subdued and taken into custody. He was booked for battery on a peace officer a parole violation.

July 20
0050 hrs Sgts Vlach and Tolle responded to an anonymous, incomplete, 911 cell phone report of a disturbance at the Whistle Stop Bar, 413 6th St. The officers contacted bouncer Richard Barletta, 35 and learned there was a group fighting outside but they had fled northbound along the railroad tracks. Other officers checked the area but did not locate anyone.

0120 hrs Sgt Vlach responded to the area of Woodhaven Dr and Woodhaven Ct for an anonymous report of a loud party. The neighborhood was checked and found quiet on arrival.

0132 hrs Sandra Clark, 17 reported her home at 1305 Brookside Dr. had been burglarized. Sgt Vlach contacted Clark and her father Doyle Clark, 40 and took a report. Anyone with information on the burglary is asked to contact the Orland Police Department, you can remain anonymous.

0420 Officers Carmon and Sgt. Vlach responded to 901 Cortina Drive for a possible runaway juvenile. Officers contacted 61 y/o Orland resident Janet Limon who reported that her 13 y/o foster child was out of control and Limon was afraid to have her in the house any longer. CPS responded and took custody of the juvenile and placed her in another foster home.

0030 hours officer Carmon was dispatched to the area of C/R H and C/R 200 to assist the GCSO with a suspicious male walking in the area. Officer Carmon contacted two young females one 16 and one 13. The 13 y/o was found to be in possession of alcohol and marijuana. She was cited and released to her grandparent. The 16 y/o was transported home by officers and turned over to her mother.

1552 hrs Officer Lopeteguy made a traffic stop on a Dodge for failure to stop at a posted stop sign. The driver, 32 year old Brett Marshall Kinney of Orland was cited for failing to stop at stop signs and failure to provide proof of insurance.

1733 hrs Mary Bamber, 58 reported she lost her wallet inside Long's Drugs. Sgt Vlach called Bamber, who said someone put the wallet in her mailbox and she declined any further assistance.

1911 hrs Sgt Vlach was dispatched to assist with a medical call at 217 E Shasta St but was canceled prior to arrival.

1921 hrs Sgts Vlach and Tolle responded to a panic alarm at an address given as 385 5th St. The alarm company finally discovered the address was for the city of Orlando, not Orland.

2014 hrs Sgt Vlach made a traffic stop on a Chevy in the Sav-Mor parking lot. April Schroer, 38, was warned of an equipment violation and released.

2109 hrs Officer Landis was dispatched to 706 Carjon Way for a report of two missing female juveniles. Officer Landis arrived on scene and contacted 71 y/o Pat Cowee of Orland. Cowee said the girls had left the residence recently and may have been in route to the 400 block of East Street. Officer Landis checked the area but was unable to locate the juveniles. Officer Landis initiated a report.

2150 hrs Officer Landis saw a vehicle driving northbound on 6Th Street with the headlights. Officer Landis stopped the vehicle. The driver, 63 y/o Etelberto Villicanacoria of Orland was subsequently arrested for driving while under the influence and booked into the Glenn County Jail.

July 21
0937 hrs Officer Lopeteguy was dispatched to Long Drugs to meet with 47 year old Jose Flores of Santa Barbara regarding an argument with his girlfriend. Flores advised that his girlfriend, 47 year old Teresa Westley of Redding left and took the keys to his Harley Davidson motorcycle and $600.00 cash. Flores did not wish to pursue a complaint but he did want to get his property back. Officer Lopeteguy learned that Westley was riding a black Harley Davidson northbound on I-5 from Orland. A be on lookout was broadcast to surrounding agencies however she was not located.
